CEL II Sihanoukville Project Abstract

General Electric Company (NYSE: GE) announced it was awarded a contract with Toshiba Plant System & Services Corporation (TPSC) to supply major equipment for the CEL II 135 MW Coal Fired Power Plant in Stung Hav, Sihanoukville. On the same date, a Memorandum of Understanding was also signed between GE and the Ministry of Mines and Energy (MME) to install a Continuous Emission Monitoring System (CEMS) to track and analyze the emission levels of power plants nationwide. Speaking about the new plant and its significance to the country, Cambodia’s MME spokesman, Victor Jona said, “The Sihanoukville plant will play an important role in helping Cambodia meet its high priority energy goals – to increase energy capacity and improve energy security to support our national rural development and economic growth plans. Fitted with GE’s industry-leading technology, this project will be the cleanest, most efficient coal-fired plant in Cambodia.” The power plant will be developed and owned by Cambodian Energy II Co., Ltd (CEL II), with TPSC leading the engineering, procurement and construction (EPC). Under the contract with TPSC, GE will supply the Integrated Power Package which include the boiler, electrostatic precipitator and steam turbine generation systems. The facility is expected to begin commercial operation in late 2019.
